This RFQ seeks to create a list of contract professionals and firms that can assist on a project on-call basis for specific developer-funded projects. The City seeks contract services from individuals or firms in each of the following areas: (a) Land Development Project Management, (b) Environmental Review (CEQA) Services, (c) Planning Services, (d) Engineering Services, (e) Financial Accounting Services, and (f) Public Safety Planning.

The City of Dixon (CITY) and the Department of Public Works is pursuing a contractor to provide replacement and remodel services to the tennis courts located in Hall Park in the City of Dixon. Services will include the replacement of the tennis court surfacing and the underlying asphalt base layer. Additional services will include the installation of new tennis court LED lighting, the upgrade of existing lighting to LED fixtures, installation of new fencing between the tennis courts, and the replacement of tennis/pickleball court nets and posts. Submitted proposals shall demonstrate the submitter’s background and experience in the type of work described in Section IV, "SCOPE OF SERVICES”.

The City of Dixon (“City”) is seeking qualified consultants to submit a Proposal for a Water Rate Study. Completion of a comprehensive analysis of water rates is a City Council priority. The water rate study is expected to commence in February 2024, with water rates expected to be implemented by December 2024. It is the intent of the City to have the water rate study delivered as specified in the Scope of Services. It is anticipated work will begin immediately upon execution of the agreement and continue through all tasks identified in the Scope of Services. A consultant selection panel, consisting of City staff, will evaluate each Proposal and recommend a consultant to City Council. The City reserves the right to reject any and all submissions, request additional information, amend the scope of services, and issue additional requirements throughout the RFP process.

The City of Dixon (the “City”) is seeking to hire a an individual or firm to serve when requested as Bond or Disclosure Counsel over the next five years. The City, on a periodic basis, issues debt to finance the construction of capital facilities and infrastructure. The City of Dixon will issue Lease Revenue Bonds for General Fund projects, Water and Sewer Revenue Bonds under Installment Sale Agreements and Mello-Roos (“CFD”) Bonds. The purpose of this RFQ will be to create a list from which to hire an individual or firm on a periodic basis to provide Bond or Disclosure Counsel services, on a per-transaction basis.

The City of Dixon (CITY) is seeking a Traffic and/or Transportation Engineering firm to provide consultant services to the City for various traffic and transportation engineering related tasks. It is the City’s intent to have an “on-call” consultant and award agreements for a term of three years. However, the City may terminate the agreement, as it deems appropriate, or may extend the agreement after three years with concurrence from the successful firm.

The work generally consists of hot-mix asphalt overlay, cold plane grinding, adjusting structures to grade and replacement markings.
